Growing Small Business in Pennsylvania

Summary

Pennsylvania has more than 200 thousand small businesses, which account for nearly 50 percent of the state's private-sector employment. As a principle source of good jobs and income for many families in the commonwealth, our next Governor must be committed to enabling the success of our small business community. As a section of Tom's comprehensive 5-part plan to support economic recovery in Pennsylvania, Tom has outlined specific reforms that will help grow and recruit small business in the commonwealth.

Plan Highlights

• Designate a Small Business Advocate within the Department of Community and Economic Development, to strengthen and effectively represent small businesses, manage cross-agency coordination of small business advocates and programs and enforce existing regulations and encourage policies that support their development and growth.
• Streamline and Simplify the Tax Code and Compliance Process
• Develop a Small Business Portal to allow for better agency coordination and serve as a clearinghouse for small business regulations and mandates, legislation, consumer issues and all state and local forms for starting a business.
• Institute Regulatory Flexibility to give small business owners a voice when regulations are formulated, requiring state agencies to seek small businesses' input on proposed regulations
  • Grow Investing Opportunities, Tom's plan would encourage job creators to grow and invest in Pennsylvania by making state laws consistent with federal laws to reduce the administrative paperwork burden on small business
• Repeal the Inheritance Tax also known as the "death tax". Pennsylvania is one of only eight states that continue to impose this tax. Will work to phase out the death tax over a 15-year period as part of a long-term commitment to small business owners and family farms
